Presidents Corner

Nicole Zamparelli

Janet Cornell is the current CALA President. Janet operated 8 group homes for 14 years and is now owner of Senior Care Administrator Coaching LLC. Janet has been in the Senior Care business since 2002. She assists group homes with consulting and training. 


As the Holiday Season approaches, all of us at CALA extend our sincerest wishes for joy, peace, and prosperity to you and all of your staff.


I am honored to be the new President of CALA. I have been apart of CALA as a board member for 3 years, as a member for 10 and in the industry since 2002. . I am excited to be a part of outstanding board of Directors.


Our past President Nicole set a high bar as outgoing President and we are excited she will still be apart of CALA.


CALA continues to be  dedicated to providing educational programs that benefits your organization, we  believe that together we can create a stronger, more supportive Assisted Living Industry.  We believe we can make a difference by being actively involved with the legislative process instead of being a passive bystander. We believe we can be advocate for change and champion those who need support when things are difficult.

As Henry Ford said, “ If everyone is moving forward together , then success takes care of itself. By joining forces, we envision a future where our shared resources and expertise amplify the positive impact on the lives of individuals we serve.

Dear passionate advocates for those who are aging, 

It has been my honor to serve you all in collaboration with the rest of the CALA board over the past three challenging years. We have done so much to support so many of those living in assisted living in Colorado but as I always say our work is never, ever done! May your passion and advocacy continue under our new President Janet Cornell and many new excited new board members. I'm excited to be representing all of our Medicaid providers in my role as past-president so please let me know if I can be of service. We are currently hard at work advocating for Medicaid increases this upcoming legislative session, collaborating with HCPF on upcoming education opportunities and trying to navigate the never ending eligibility and billing issues. I can honestly say we already have our lobbyist hard at work. I thank you for your support and membership.

Government Relations Committee

Sherrie Bonham is the current Chair Person for GRC. She is an administrator for Applewood Our House Assisted Living

The GRC committee was activity involved in the re write of Chapter 7 Regulations that resulted from 3 bills passed during the 2022 Legislative session.

 These changes go in effect January 1, 2024. 


CALA will be providing educational opportunities for members and non-members beginning in January 2024. Email notices will be sent.


Below is a brief summary of the changes: 


SB22-053 – Visitation Right

Visitation Rights-- Friends, family members, guardians, etc., of residents will benefit from the establishment of visitation rights for residents in the event of a communicable disease event. Assisted Living providers as well as other health facilities will not be able to restrict visitors at any time during a pandemic unless a State or Federal Law enables it.

SB22-079 – Dementia Training--

Dementia Training-- Every licensed ALR will be required to provide training at no cost to each direct-care staff member regarding the care of individuals with dementia. An initial four-hour training is required as well as continuing education of at least two hours, every two years. Facilities have 120 days from Jan. 1, 2024 to get employees compliant. (April 30, 2024)

 

SB22-154 Safety in Assisted Living,  3 components.

Administrator Training: Administrators are required to have 40 hours of training for a Certificate. Anyone who has a 30-hour Certificate must get an additional 10 hours of training and must have a certificate of training in their personal file. The facility has until June 30, 2024 to comply with this.  If a facility is found to be operating without a Administrator or an Interim Administrator there will be a $1000 fine.


The Right to Challenge in Involuntary Discharge. An involuntary discharge is any discharge initiated by the facility. The Resident or anyone representing the Resident has 14 days after receiving the discharge to challenge the discharge regardless of whether the resident has already been removed from the Assisted Living Residence. 

Increase in fines: Prior to the passage of SB 22-154, the limit on fines as an enforcement tool was $2,000 per year. SB 22-154 raised that limit to $10,000 per violation, with an additional exception that the $10,000 cap may be exceeded for egregious violations that result in serious injury or death.


This next year the GRC committee will continue to work with our Lobbyist Jennifer Mello of August Policy group on bills that effect the Assisted Living Industry or small businesses in Colorado.

Rachel Robertson

Rachel Robertson is the Membership Chair! Rachel owns and operates Turnberry Place Assisted Living in Fort Collins. Turnberry Place has been taking care of seniors in its 8 bed residential home since 2007. Rachel brings over 28 years of health care experience to our industry and has been in the assisted living industry for 16 years. 

I am happy to continue my role as the Membership chair of CALA. I have met a number of you in person and many more online through our Zoom meetings.


 We continue to want to grow our membership. Our goal is to ensure that our members receive tangible value from their association with CALA. We continue to evaluate and enhance existing membership benefits, introduce new ideas, and actively seek your feedback to tailer our services to what you want from membership. 


Below are a couple of goals I have for the upcoming year.


1. Community Outreach and Engagement:

  • Goal: Expand our reach to connect with more assisted living communities across Colorado.
  • Strategy: Implement targeted outreach programs, host informative webinars, and organize regional events to foster greater engagement and understanding of the benefits of association membership.

2. Educational Initiatives:

  • Goal: Empower our members with the latest industry knowledge and best practices.
  • Strategy: Develop a comprehensive training program, including workshops, seminars, and online resources, to address current challenges and promote continuous professional development within the assisted living sector

Tid Bit Tuesday is sponsored by membership and we will continue to bring you snippets of the regulation you may be unaware of or areas the State is citing on surveys.

Education Committee

Peter Brissette

Peter Brissette, CALA Executive Director

We continued to provide more Tuesday Training at 2 training sessions and will continue that in 2023.


We have many of those sessions recorded and available either in the members only portal or on demand.  See the members sections above for links to those.


We also held a Fall Conference this year.  The first one in three years since the start of the pandemic.


It was in person in Northglenn, CO and very well attended.  This was the second conference we were able to participate in during 2022.


Tid-Bit Tuesday is been a popular part of our training and education.  We are starting to add these to the member content area on the website so that you can go back and search on any topic and find the related TidBit.


We are looking forward to many educational opportunities in 2023 for our members and the industry.

2022 Fall Conference

New Board Postitions

Janet Cornell - President:

Janet is the owner of Senior Care Administrator Coaching. She providers consulting services and mock surveys for Assisted Living providers. She also teaches the 40-hour Administrator Class that is hosted by CALA. Janet has 21 years in the Senior Care Industry  14 years as an operator of 8 group homes. Janet is also an active committee chair of the Assisted Living Advisor Board for CDPHE. Janet loves being involved in Senior Care and most recently has had the opportunity to work with some Mental Health homes. Janet believes that if you have the right systems in place, it is easier to be compliant with regulations. 

Peter Brissette: After more than 14 years in varying roles with CALA, the most recent the Executive Director, Peter is stepping down.

 

Peter brought many talents to CALA throughout the years and has made significant contributions to the board as well as the association.  Peter will be missed greatly but will still be involved with CALA as the host of the CALA website. 


Association Management:

I am the Chief Operating Officer of IMI and co-owner, and my goal is establishing relationships with our client partners that are long term and mutually beneficial. I look forward to meeting the leaders and members of CALA and am excited about our future together. Many of you will also interact with our Account Executive Nicole Hallard, she comes from a background of operations and virtual business support. ”

Dennis Scott Treasurer

 

Dennis is the Executive Director of Castle Country Assisted Living;  they have 3 beautiful properties in Castle Rock and Parker Colorado.  The homes have 12 to 24 beds. Dennis has been in the Assisted Living Industry for eleven years. Prior to being a part of Castle Country Assisted Living he worked for Brookdale Senior Living for four years in Denver. He has found that smaller homes can provide more of a family-like experience which is difficult to replicate in larger communities. He believes seniors deserve comfort, security, and happiness in the remaining years of their lives and works to engage staff to provide that type of environment.

Sherrie Bonham Chair Government Relations Committee


Sherrie operates 5 secured memory care homes in Arvada, Golden, and Lakewood. Her homes are 12-16 beds and services those with high acuity dementia. She is the Executive Director and has been in the Assisted Living industry for 10 years. Sherrie loves to take her memory care residents fishing in the mountains. She is driven by the purpose of creating special moments for the residents and loving memories for the families by leading the Applewood team with integrity, compassion and adaptability. Sherrie has been involved with the GRC committee for over a year and believes strongly that we need to come together to support and protect the industry in the ever-changing laws and regulations that impact Assisted Living. The Government Relations Committee works hard to protect and support the rights of Assisted Living Communities and those who work and live in our communities.

“Jessica "Jess" has worked with elders for 26 years, beginning her career in the kitchen of an assisted living and has been operating homes for Rocky Mountain Assisted Living for 13 years. She believes workplace education should be relevant, entertaining and meaningful to the lives of those we serve” Being an operator gives Jessica the knowledge of what the industry is struggling with and what trainings will be relevant.  Rocky Mountain Assisted Living has several beautiful homes throughout the Denver Metro area and most homes are 10 to 16 beds.

Interesting – Did you know?


It is difficult to compare assisted Living facilites from state to state because ALR’s are licensed differently. For Example - In California Assited Living facilities of under 6 residents are licensed under Social Services.  Also in Colorado, Brain Injury and Mental Health homes area licensed under Assisted Living Facilities. This is not the case in all states.


What is the average length of stay for ALR residents? 28 months.



71% of all ALR residents are women 

Colorado has one of the lowest rates of seniors in the US. Making Colorado on the younger side when compare to other states.


Nationally the average cost for Assisted living in 2023 is $4774 per month


Colorado the average is cost is $5039


Rhode Island has a high average of $7242


Missouri is averaging $3183 per month. 


Number of Facilities:

· California – 5808.

· Michigan - 3213.

· Wisconsin - 2859.

· Florida – 2524.

· Texas – 1612

What’s up in Colorado:


Colorado has 666 licensed Assisted living facilities


Our industry in Colorado continues to show a decrease in beds since 2021. The industry is losing a little over 200 beds year

45 facilities have closed since Jan. 2022 – most of these were under 49 beds.


20 New facilities have opened in the last 2 years.  Only 9 new facilities opened in 2023 the is the lowest number in 5 years.



In Colorado , the typical worker would need to work for 9.6 years to afford just one year of assisted living with a 7.6% savings rate.
